Historical Background of the Permanent Secretary 

Mr. Hamza Adan Haadoow serves as the Permanent Secretary of the Ministry of Foreign Affairs and International Cooperation for the Federal Republic of Somalia, having been appointed to this esteemed position in January 2023 by Prime Minister Hamza Abdi Barre. Born on October 21, 1975, in Beledweyne, Somalia, Mr. Haadoow is married and brings a wealth of experience to his role, with over 30 years in governance, public administration, and international diplomacy. His work has been pivotal in advancing Somalia’s foreign relations and enhancing international cooperation.

Before his current role, Mr. Haadoow served as a senior advisor to the Somalia National Army Forces in the Ministry of Defense, under the office of the Prime Minister, and as the Chief Liaison Officer at the United Nations Support Office in Somalia (UNSOS). In these capacities, he significantly contributed to the reconstruction of the Somali National Army (SNA), focusing on improving its professionalism and operational capabilities. Prior to his government service, Mr. Haadoow was a successful business owner, founding several companies, and he also worked as the assistant sustainability manager at Goodwill of Northern New England.

Mr. Haadoow’s educational background includes a Master of Science in Organizational Leadership from Southern New Hampshire University (2011) and a Bachelor’s Degree in Accounting from Husson University (2010). His proficiency in both Somali and English allows him to communicate effectively in various international contexts. His leadership skills and vast experience are vital in navigating the intricacies of foreign affairs and bolstering Somalia’s position on the global stage.
