The Ministry of Foreign Affairs and International Cooperation was formally established through Decree No. 3 of 22 July 1960, shortly after the unification of British Somaliland and Italian Somaliland to form the Somali Republic. This foundational decree laid the legal groundwork for the Ministry, defining its role as the central institution responsible for managing Somalia’s foreign relations, representing the nation internationally, and safeguarding its interests abroad.

In 1971, the Ministry’s legal framework underwent revisions through Decree No. 9, reflecting the evolving priorities of Somalia’s government during that period. The amendment expanded the Ministry’s mandate, reinforcing its responsibilities in navigating international relations and adapting to the changing geopolitical landscape of the time.

These legal provisions have since served as the basis for the Ministry’s structure and operations, guiding its efforts to advance Somalia’s diplomatic, economic, and cultural objectives on the global stage.
