The Federal Republic of Somalia welcomes the signing of the Doha Framework Agreement for Peace between the Government of the Democratic Republic of the Congo and the Congo River Alliance “M23 Movement,” considering it a constructive and hopeful milestone in the broader pursuit of lasting stability in the eastern regions of the country.

Somalia pays tribute to the diligent facilitation undertaken by the State of Qatar, whose sustained diplomatic engagement created an atmosphere conducive to meaningful dialogue and provided continuity from the principles established in the Doha Declaration. We further recognize the valuable and coordinated contributions of the United States, the Republic of Togo, and the African Union Commission, whose support and engagement reinforced the momentum needed to bring the parties closer to consensus.

The Federal Republic of Somalia also commends the responsible and forward-looking posture demonstrated by both sides throughout the process, noting their commitment to addressing the root causes of the conflict through structured negotiations, confidence-building measures, and a phased pathway that prioritizes de-escalation, civilian protection, humanitarian access, and conditions for the safe and dignified return of displaced populations.

Somalia expresses its hope that the forthcoming technical protocols and implementation mechanisms will further consolidate this progress and establish a coherent, verifiable, and inclusive roadmap toward durable peace.
