The Ministry of Foreign Affairs and International Cooperation of the Federal Republic of Somalia is dedicated to safeguarding the rights, interests, and welfare of Somali nationals worldwide. This responsibility, enshrined in its founding mandate, reflects the Ministry’s commitment to serving its citizens abroad and fostering their integration, safety, and well-being in their respective host countries.

Responsibilities of the Ministry

The Ministry oversees a range of vital tasks aimed at protecting Somali nationals, including:

  1. Consular Assistance: Providing timely and effective support to Somali citizens facing challenges abroad, such as legal issues, detention, or emergencies.
  2. Advocacy and Legal Representation: Collaborating with reputable lawyers and legal entities to defend the rights of Somali citizens in need, ensuring their cases are addressed with professionalism and urgency.
  3. Emergency Response: Addressing critical incidents involving Somali travelers, fishermen, sailors, or individuals impacted by dangerous migration, including cases of kidnapping, arrest, or loss at sea.
  4. Support for Pilgrims: Coordinating with the Consulate General in Jeddah, the Embassy in Riyadh, and the Ministry of Endowments and Religious Affairs to facilitate and monitor the well-being of Somali pilgrims during Hajj and Umrah.
  5. Unified Assistance Services: Operating a dedicated service platform—accessible online, via email, and through a 24/7 call center—to enable Somali citizens abroad to seek help and report issues in their countries of residence.

Diplomatic and Consular Network

The Somali diplomatic network, comprising 42 embassies, six permanent missions, and two consulates general, plays a pivotal role in providing these services. This global presence ensures that Somali nationals have access to assistance wherever they may be, fostering a sense of security and belonging.

Initiatives and Operations

The Ministry has implemented specific initiatives to enhance its protective services:

  • Consular Affairs Operations Unit: This unit coordinates closely with relevant embassies and missions to address the needs of Somali citizens abroad, particularly in emergency situations.
  • Community Engagement: Building strong ties with Somali diaspora communities to better understand their challenges and provide tailored support.
  • Awareness Campaigns: Disseminating information to Somali nationals about their rights, available services, and procedures for accessing consular assistance.

The Ministry also collaborates with international and regional partners to protect Somali nationals from external threats, including trafficking and transnational crime.
